dopo aver fatto esplodere una fabbrica chimica russa (dove muore il collega alec trevelyan) james bond si reca a montecarlo, dove la bella e letale xenia onatopp, alle dipendenze della mafia russa, ruba un prototipo di elicottero sostituendosi al pilota e contribuendo, con la complicita' del generale russo ourumov, al furto del sistema satellitare 'goldeneye', capace di lanciare missili orbitali sul pianeta. la base missilistica di severnaya viene espugnata, ma alla strage del personale scampa la programmatrice natalya simonova che, giunta a pietroburgo, ritrova con il computer boris grishenko, il programmatore della base, anch'esso scampato. incaricato di rintracciare il sistema rubato, bond entra in contatto con janos attraverso un vecchio rivale, valentin zukovsky, e scopre che questi e' il redivivo alec, in combutta col generale ourumov. legato sull'elicottero insieme a natalya, a sua volta catturata, bond scampa all'esplosione del mezzo e viene arrestato, ma fugge di nuovo e insegue ourumov con un carro armato col quale ferma il treno blindato su cui fugge janos. subito dopo bond si reca nei caraibi alla ricerca del secondo 'goldeneye', celato in un lago.
